I've
got East St. Louis, Illinois on the brain, thanks to the author Robert Kaplan, who describes this bleak, Third World enclave in his book An Empire Wilderness. 99% black by the 1990s, the city sits just across the river from the revitalized and booming St. Louis. Beyond depressed, East St. Louis could better be described as hopeless.
So I had to contact a certain Senator from that state and let him in on a plan hatching here at RFB that just might help him get elected President, should he choose to run. You need more than charm, nice clothes and a way with words. Time for some action.
